Case Problem 4 WORKFORCE SCHEDULING Davis Instruments has two manufacturing plants located in Atlanta, Georgia. Product demand varies considerably from month to month, causing Davis extreme difficulty in workforce scheduling. Recently Davis started hiring temporary workers supplied by WorkForce Unlimited, a company that specializes in providing temporary employees for firms in the greater Atlanta area. WorkForce Unlimited offered to provide temporary employees under three contract options that differ in terms of the length of employment and the cost. The three options are summarized: Option Length of Employment Cost 1 One month $2000 2 Two months $4800 3 Three months $7500 The longer contract periods are more expensive because WorkForce Unlimited experiences greater difficulty finding temporary workers who are willing to commit to longer work assignments. For instance, if Davis hires five employees in January under Option 2, WorkForce Unlimited will supply Davis with five temporary workers who will work two months: January and February. Because of some merger negotiations under way, Davis does not want to commit to any contractual obligations for temporary employees that extend beyond June. Davis’s quality control program requires each temporary employee to receive training at the time of hire. The training program is required even if the person worked for Davis Instruments in the past. Davis estimates that the cost of training is $875 each time a temporary employee is hired. Thus, if a temporary employee is hired for one month, Davis will incur a training cost of $875, but will incur no additional training cost if the employee is on a two- or three-month contract. Evaluate how school policies and procedures may be developed and communicated

In my setting policies and procedures are developed and communicated on an ongoing basis. Various teachers are responsible for individual policies based on their experience, training and knowledge. Each individual policy is available in the school office for reference via hard paper copy or electronically.If an issue arises that needs discussion which is not addressed by the school’s policies, a meeting will be scheduled were all interested parties will attend. At this meeting each attendee contributes ideas and initially a draft policy will hopefully be agreed. This draft policy will then be presented by the head teacher to the board of governors for their approval. If it is approved and falls within the domain of the national curriculum the new policy will have to be trained out to all the relevant staff and perhaps even parents and children.At my setting policies are monitored on an ongoing basis and are updated where necessary. Sometimes the local education authority may r equire a new policy to be introduced to the school. Again all existing staff may require training to ensure the new policy is communicated and implemented satisfactorily which may involve communication with others such as children, parents or other professional bodies. In my setting policies are communicated in a number ways.It can be written, for example classroom rules may be displayed on a poster and hung in a high profile area of the room. It can be verbal, for example the principal may present at the school assembly a topic of concern and what the school policy is for this concern. Letters and e mail, for example these can be posted to parents informing them of any new or change to current policy. This is often used when a written signed confirmation note is required back from the parents.To conclude the best way to inform all of school policy would be a one to one meeting between the head teacher and the relevant people. Unfortunately this would be highly impractical due to th e additional workload required and the time factor involved. Where the head teacher feels it would be of benefit to do a mass presentation to parents this is highly appropriate on a couple of occasions throughout the school year to gain parents attention but is important not to overdo it.

Violence in Society Essay Every evening we turn on the news only to see that mankind has developed new and inventive ways of killing each other. Violence has become commonplace in many areas throughout the world. However there is still hope that one day mankind will learn to live together in peace. Violence is caused by a combination of genetics, fear, ignorance, emotional outburst, and prejudice. Most of these causes can be cured by education. However the capacity for violence may always be hard wired into our genes. (www. Yale. du) By educating people as to what causes violence and how to effectively deal with the emotions that lead to violence, I believe that we can eliminate approximately 90% of the violence in the world. However, I do not feel that mankind will ever completely remove violence from society due to the fact that violence is integrated into our genetic structure. Before we can stop violence in our society we must first learn to take responsibility for our actions and for our children. Today we are having children at a younger age than ever before. When children are born to parents who have not reached the emotional maturity necessary to properly raise children then mistakes are made and the proper values are not taught correctly or at all. This problem can be resolved for the most part by teaching our children the consequences of their actions. For example, we need to teach our children that as much fun as sex can be, sex has some very real consequences. These consequences can only be handled correctly be those people who have had the life experience and have the emotional maturity to know how to properly deal with these consequences. Adolescence is a difficult time for most young people, a time of confusion and unstable emotions. The added pressure of parenthood on top of the normal pressure of adolescence is almost unbearable of some young parents. (kidshealth. org) Today’s children are surrounded by images of violence in the media. Parents should take responsibility for what their children of are exposed to. Be aware of what your child is watching and reading. Know what your child is learning from the media so you can explain whats being said or clear up mistakes. † By knowing what your child is watching parents can prevent their children from making the assumption that violence is the correct way to handle a situation. Besides taking responsibility for our children we also have to learn to take responsibility for our own actions. People today have a tendency to rationalize whatever action that they feel will benefit them personally. For example, there have been reports in the news about people who have been killed over little more than the change in their pockets. A need for wealth and power can lead some people to rationalize the murder of another person if it would benefit them in some way. In The United States people have been increasingly asking the government to regulate several aspects of our lives, including everything from which video games are allowed to be sold to telling us what our children should be allowed to watch. I am not against a rating system for movies, however I do feel that this rating system should be used only as a guide and the parents should be ultimately be responsible for which television shows or movies that children are allowed to watch. We should be responsible for our own actions. We should not rely on the government or anyone else to tell us how to behave. Millions of years ago when mankind first appeared on this planet we developed the â€Å"fight or flight† response to danger. This response is instinct and takes place on a subconscious level. The â€Å"fight or flight† response was developed to help keep us alive. When faced with danger such as a predator this instinct helps us to determine quickly if we should run for safety or stand our ground and fight. Over time as mankind has evolved and learned to develop the technological marvels we are so accustomed to today this instinct has become almost obsolete. The average person today lives in a well constructed home not a cave or teepee. We have learned to avoid danger in almost every aspect of our lives. There are many ways that we have learned to protect ourselves, from safety equipment to the warning labels on the side of an over the counter medication package. All of these safety measures that have become a part of our everyday lives have all but eliminated the need for the â€Å"fight or flight† response. Although we have virtually eliminated the need for this instinct we have not learned to deal with the emotional impact that fear has on us. This can lead to people making rash and unreasonable decisions during the times that this instinct is in effect. By educating people from a young age about the â€Å"fight or flight† response and the strong emotions that it produces we can learn to control our fear and to have more control over our actions during these times of heightened emotion. Religion has been used to justify violence in places like the Middle East, where people have been killing each other for generations simply because they do not agree with the others religion. There have been several religious conflicts over areas where important religious events have taken place. Anger over another religious group claiming these holy lands have lead to generations of fear and hatred between these religious groups. By educating the children of these religious groups to be tolerant of religions and cultures these groups can learn to compromise, and find nonviolent solutions to these problems. Have you ever been so angry that you wanted to hurt someone? Emotional outbursts are also sometimes used to justify violence. Anger, jealousy, even greed have been known to be motivating factors in violent crimes. Being human we have powerful emotions that can overwhelm us if we do not know how to properly control them. At one point or another we have all felt justified in hurting another person, either through anger, jealousy, fear, or any one of dozens of emotions. At least part of, the key to controlling these emotions is realizing that there is no shame in feeling these emotions. It is only how we choose to act on these emotions that can be wrong. By giving in to emotion and choosing to injure another person we only continue the cycle of violence. Methods such as meditation, counting to ten, and just simply talking to someone can be used to control anger. Fear can usually be resolved through education. A fear of snakes for example can usually be overcome by learning about snakes and how to handle them. Greed is more difficult to control. The desire for wealth and power can lead people to do things that most people would never dream of doing. However, by teaching our children to value life and the lives of others over wealth and material possessions we should be able to all but eliminate greed from our society. Another factor that can lead to violence is stereotypes. Stereotypes are dangerous because they can lead to fear and prejudice. Humans have a tendency to fear that which we don’t understand. Generalized assumptions about a group of people can only lead to unreasonable fear of that group which in turn can lead to violence against that group of people. For example, if I said that all black people believe that all white people are ignorant rednecks, that would be a stereotype, and may result in some white people being angry with black people for thinking that all white people are ignorant rednecks, even though most black people do not actually believe that all white people are all ignorant rednecks. By educating our children in how to deal with emotions such as anger, hate, and prejudice we can make great strides in eliminating violence from our society. (Anger management violence in society) Children in today’s society are constantly struggling with emotions that they have no idea how to deal with properly. Sometimes when overwhelmed by emotions that they do not understand these children lash out violently. When parents help their children to learn how to properly handle their emotions, children are far less likely to react violently to these emotions. Violence is caused by many factors. Although we may never fully eliminate violence from our society, by educating ourselves about these factors we can greatly reduce the amount of violence in our society. Violence is â€Å"wired† into our genes, but, we can learn to use good judgment to help us overcome the outdated responses we have developed as we have evolved. The best defense against the many factors that cause violence is education.

Globalization has of late become ubiquitous with most people viewing it as a panacea for all ills ailing future world economic development, a process that is in itself inevitable and irreversible. It can also be considered an economic phenomenon, involving integration of economic systems through growth in international trade, investment and capital flows. In his popular book,  The World is Flat: A Brief History of the Twenty-first Century,   Thomas L. Friedman writes that the lowering of trade and political barriers and the exponential technical advances of the digital revolution have made it possible to do business, or almost anything else, instantaneously with billions of other people across the planet. What Friedman really means by  flat  is connected. The rapid and sustained consolidation of media properties over the last decade, particularly within the outdoor segment, is leading toward simplified buying for advertisers across multi-media platforms. An infusion of capital into the outdoor industry has fostered the propagation of vital marketing studies, pioneered the research development of new outdoor formats and has encouraged savvy entrepreneurs to explore new approaches to the worlds oldest medium. Multi-national media companies are investing serious dollars into the outdoor industry and the investments are beginning to pay off in spades with improved infrastructure and expanded services for advertisers. The outdoor advertising industry has been among the  first media channels to successfully craft a global footprint to connect people with concepts. The far-reaching conductivity of companies like Clear Channel, JCDecaux, and Viacom is evident. But, the flattening of the outdoor medium worldwide has even broader implications as global buying groups emerge, consistent measurement systems and standards are developed, and common cultural brands become a part of everyday life. At the 2005 AAAA Media Conference in New Orleans, David Verklin, the Chairman of Carat North America, suggested that outdoor will be the first globally bought and sold medium. His prediction has been proven true with WPPs Kinetic business unit emerging as the first global outdoor buying group, matching the international scope of outdoor operators already consolidated. The fusion of both global outdoor buying and selling units requires common currencies of evaluation and consistent business standards. Industry leaders from around the world are searching for the best approaches for developing a measurement currency for the global outdoor industry. The annual WAM (Worldwide Audience Measurement) research conference provides an excellent opportunity to learn about the enormous strides being made in outdoor measurement. The meeting also underscores the critical need for the development of consistent systems worldwide. The ability to execute global outdoor campaigns will necessitate a widespread business language. Outdoor advertising is ideally suited to global communications since the medium conveys ideas through visual expression. Outdoor is less encumbered with the translation of languages, compared to television and radio which rely heavily on verbal communications or print which requires written translation. Its often said a picture is worth a thousand words. It can also be said that the Coca-Cola brand is elegant on any billboard, in any country. While the notion of a truly global industry is intriguing, the intrinsic local nature of the outdoor business is inescapable. Anyone who has visited Tokyo or Hong Kong, Zurich or Buenos Aires, New York or San Francisco will attest to the fact that every market has unique geographic and demographic characteristics. The composition of outdoor plants found in those places is as different and diverse as snowflakes. The challenge for the outdoor industry is to think globally, but act locally. Most evolutionary changes occur slowly over many years, so its almost impossible to see these changes coming. But in the evolving arena of global outdoor advertising, changes are coming swiftly. Upgraded infrastructure and the innovation of new outdoor formats is changing the industry before our eyes. Many global outdoor companies have begun investing heavily in the development of high-style products and hi-tech display technologies leading to completely integrated product packages across countries and continents. Likewise, cities are partnering with outdoor companies to incorporate impressive outdoor districts into massive reclamation and urban renewal projects, such as the Hollywood and Highland project in Southern California or similar projects in Asia Media fragmentation has had a profound impact on the way media is consumed in the United States and the fallout will undoubtedly reach its distant shores in the years-ahead. Over the last twenty year the proliferation of new television and cable options, radio stations, magazine titles and the birth of the Internet has permanently reshaped the US media landscape. Include the development of on-demand technology, and the mounting challenges faced by advertisers trying to reach their audiences, becomes crystal clear. There are too many media choices. Outdoor offers a means to cut through the clutter of daily life by reinforcing messages that intercept consumers consistently throughout the course of daily routines. Outdoor impacts time-stressed consumers with targeted reach, frequency and continuity when other media struggle for an audience. Outdoor reaches beyond the front door of homes to provide a constant reminder that a brand is a good choice when consumers are mobile and most receptive to advertising messages. From roadside signs that spackled the American highways at the dawn of the automobile revolution, to the promise of hi-tech channels of communications, the outdoor industry has continued to evolve over more than a century. The commitment that the outdoor business offers advertisers is now and has always been powerful presence in a marketplace. The times may change and the methods employed to reach consumers may evolve, but the fundamental principles of outdoor advertising remain the same: a simple idea can cut through the clutter and deliver a message that is powerful and relevant. That is the sustaining power of outdoor advertising and why outdoor is the global medium of the 21st century. Literature review Among the various articles that have been written on the subject, While studying the brand recognition when encountering a billboard, it was found that clear branding and new product information improved brand recognition, whereas large amounts of text, pictures of people, lengthy and large headlines, information cues, humour and images of women all delayed brand recognition (Meurs Aristoff, 2009). The difficulty of reaching out to people through other media, improvements in high resolution digital printing and emergence of electronic display units have contributed to an increase in the popularity of billboards, which has been accentuated by the availability of portable devices to measure billboard exposure (Lupez-Pumarejo Bassell, 2009). While suggesting that outdoor advertising did impact sales, it was emphasized that further research is warranted to conclusively establish a relationship between them (Woodside, 1990). A study on the sales response to outdoor advertising revealed that temporal, spatial and promotional effects were significant, and that outdoor media had spatial effectiveness when used as part of a multimedia campaign (Bhargava Donthu, 1999). In another study these authors have proposed that factors such as length of approach, angle of structure, speed of travel all constitute part of the visibility rating of a billboard. Advertisers aim to maximize this rating, and are heavily investing into it as the cost of this media is low, but the retention is comparable to other media (Donthu, Cherian, Bhargava, 1993).

Adaptation measures to respond to those climatic impacts on water would require an integrated water resources management which includes obtaining the perception of the societys understanding of the issue. This paper aims at analysing the perception of a category of the Mauritian society, namely the working personnel, with regard to awareness as well as understanding of climate change and its impacts on water resources. The results of the study show that the educational level of respondents has an impact on both their awareness and understanding of climate change and the negative effects it has on our water resources. Those findings can be of help to policy-makers engaged in the effective selection and implementation of realistic and targeted wat er-related adaptation measures all throughout the island. Introduction Climate Change, its Impacts and the Global Response Climate change is viewed by natural scientists as perhaps the preeminent environmental risk confronting the world in the 21st century (Leiserowitz, 2007) and the most debated environmental issue in the political ecology field in the last two decades (Whitanage, et al., 2009). The key source of global warming is generally viewed as being an accumulation of carbon dioxide in the atmosphere, with resulting greenhouse effect (Yadollahie, 2010). There is much scientific proof of occurrence of considerable global warming, and recent warming, which has already brought alterations in the earths climate, can be attributed to human activities, according to the Royal Society (2005). The undeniable responsibility of human activities in this matter has since 1992 been expressed by the United Nation Framework Convention on Climate Change (UNFCCC) when defining climate change as a change of climate which is attributed directly or indirectly to human activity that alters the composition of the globa l atmosphere and which is in addition to natural climate variability observed over comparable time periods (UNFCCC, 1992). This analysis is supported by Rosenzweig, et al., (2007) who claim that the consistency of observed significant changes in physical and biological systems and observed significant warming across the globe very likely cannot be explained entirely by natural variability or other confounding non-climate factors. The Royal Society (2005) emphasizes that though projected climate changes will generate both favourable and adverse effects in various sectors ranging from agriculture to human health, larger and faster the changes in climate, the more likely it is that adverse effects will dominate. Along the same line, the Intergovernmental Panel on Climate Change (IPCC) provides scientific evidence of strong effects of recent climate change on many aspects of both natural and managed systems, with consequent changes in several areas including coastal zones (Rosenzweig, et al., 2007). The IPCC (2007) further explains that projected changes will be in climate variables such as precipitation, temperature, sea level and concentrations of atmospheric carbon dioxide and emphasizes that impacts of those changes would be felt mainly on coastal systems and low-lying areas, health, freshwater resources and their management, ecosystems, industry, settlement and society, food, fibre and forest products (IPCC. , 2007). Signed in 1992 by virtually all nations of the world as a response to the issue that increase the levels of greenhouse gases are being caused by human activities, the UNFCCC treaty is referred to as being the first agreement to address climate change, with commitments to establish national action plans for voluntary reduction of greenhouse gas emissions to agreed levels, as a start to global warming mitigation (Fletcher and Parker, 2007). Due to the fact that several countries were not being able to reduce their gas emissions, the parties to the UNFCCC treaty moved from voluntary measures to the Kyoto protocol, which establishes legally binding, mandatory emissions reductions (Fletcher Parker, 2007), relevant to 38 developed countries listed in the protocol as Annex 1. The Kyoto protocol, which has been agreed to towards the end of 1997 and has entered into force in February 2005, has been signed and ratified by 187 nations as at November 2009 (UNFCCC, 2009), including more than six ty percent of the developed countries listed at its Annex 1. Those developed countries that have ratified the treaty are bound to implement national measures to lessen their greenhouse gas emissions in addition to making use of three market-based mechanisms introduced in the Kyoto protocol, namely, International Emissions Trading, the Clean Development Mechanism, and Joint Implementation (Bashmakov, et al., 2001). International Emissions Trading implies that signatory Annex 1 countries can trade part of agreed emission quotas among themselves, while in the Clean Development Mechanism, Annex 1 countries can help develop reduced emissions projects within Non Annex 1 countries, explicitly developing countries, to help them attain sustainable development and in return, the helping countries beneficiate from the so generated certified emission reductions. With regard to Joint Implementation, Annex I countries can help to implement reduced emissions project in another Annex I country and thus receive emission reduction units, which can be used by the investor countries to attain the required limitation of emissions (Bashmakov, et al.2001). The Kyoto protocol is seen as a political and a technical failure as well as a symbolically important expression of concern about climate change (Prins and Rayner, 2008), and since the Kyoto Protocol regime expires in 2012, there might be in their point of view only a slender window of opportunity to radically rethink our objectives and operations (Prins Rayner, 2007). Further to the end of the commitment period of the Kyoto Protocol, the latest Conference of Parties (COP) to the UNFCCC held in Copenhagen, Denmark in December 2009, included on its agenda a discussion on an international climate agreement, with the Copenhagen Accord as outcome. Though consensus has not been reached at that Copenhagen Summit or COP15, with the Accord being finally not adopted, it is believed that only the future will tell whether that Accord would evolve into a subsequent agreement or arrangement that is sufficiently robust to motivate meaningful action on climate change (Stavins Stowe, 2010). The ab ove cited view is nevertheless not shared by Yadollahie (2010) as he deems the result of the Copenhagen Summit to be disappointing, believing that no significant step has been made, and considers that the whole world now looks forward to the new COP to be held in Mexico at the end of 2010. Impacts of Climate Change on Water Resources There are a good deal of scientific records and climate projections to prove the elevated risk of vulnerable water resources being harshly impacted by climate change, with considerable resulting effects. The researchers of the Intergovernmental Panel on Climate Change (IPCC) go further stating that the negative impacts, such as salinisation of coastal aquifers, droughts and floods affecting water quality and exacerbating water pollution, are expected to outweigh the benefits (Bates, et al., 2008). The Need for Adaptation To fight climate change, the UNFCCC (1992) recommends mitigation, with measures to lessen human activities that generate green house gases, and adaptation, which tries to reduce vulnerability to impacts of climate change. Mitigation only is insufficient and thus adaptation is essential given that even if action is being taken now to considerably reduce greenhouse gases, the climate system generally reacts slowly to changes in greenhouse gas concentrations, with further changes in climate being consequently unavoidable (Royalsociety.org, 2005). Stavins and Stowe (2010) highlight the introduction in the Copenhagen Accord of the necessity for developed countries to provide financial and other resources to support adaptation actions in least developed countries, including small islands. Concerning adaptation in regard to the water resources, an integrated water resources management, though still in its early years, is recommended by Bates et al.(2008) as a tool in seeking adaptation measures, subject to reshaping planning processes and the inclusion of the societys views as some of the strategies to ensure implementation success. Climate Change and SIDS Small island developing States (SIDS), of which Mauritius is a member, have numerous problems and specific characteristics that increase their vulnerability, resulting in a situation where adverse effects of climate change and sea-level rise represent the most immediate threats regarding sustainable development (UNDP, 2009). Mauritius is about to experience substantial economic loss, humanitarian stresses and environmental degradation due to climate change impacts such as sea-level rise, increasing temperatures, an increase in the intensity of tropical cyclones and increasingly variable rainfall (UNDP, n.d.) with important sectors most likely to be affected by climate change impacts being coastal resources, agriculture, water resources, fisheries, health, biodiversity, land-use change and forestry. Bates, et al (2008) further observe that under most climate change scenarios, water resources in small islands are likely to be seriously compromised. As a reaction to this critical situation which SIDS are facing, a number of adaptation projects are being implemented, the main one being the National adaptation programmes of action (NAPAs) executed by UN agencies (Graham, 2007).There are also other projects supported by financial institutions and other development assistance agencies. Adaptation costs are very high and are financed for instance by the Global Environment Facility (GEF) Trust Fund, which is recognized by the UNFCCC (2005) as being One of the principal channels of support for small island developing States (SIDS) in the area of climate change. Some more sources of funding are the Special Climate Change Fund (SCCF) whereby Adaptation activities to address the adverse effects of climate change have top priority for funding, the Least Developed Countries Fund (LDCF), and The Adaptation Fund under the Kyoto Protocol, for financing adaptation projects in developing countries that are Parties to the Kyoto Protocol (Graham, 2007). Numerous SIDS have already submitted their NAPA documents to the UNFCCC, wherein the water resources sector is of major importance.
